Data & Systems Architect · Bolivia
25+ years building and operating critical data infrastructure across financial institutions, national government programs, and large-scale educational platforms. The pattern across all of it: data existed, but nobody was using it yet.
What I do
I work at the intersection of data infrastructure, process engineering, and analytical decision-making. The problems I find most interesting are the ones where the data exists but nobody trusts it yet — or nobody has thought to look at it.
PostgreSQL, Oracle, MySQL in production environments. Query optimization, index tuning, incident management, and infrastructure decisions that scale without breaking what works.
Shifting organizations from raw data collection to decisions informed by it. KPI design, ETL pipelines, and reporting frameworks built for the people who actually need to act on them — not just analysts.
Consolidating disconnected systems and designing for graceful failure. Contingency architectures that work before an incident happens — not improvised during one.
Selected work
Every situation below had resource limits, political complexity, or technical debt that made the obvious solution unavailable. That's the work I find most interesting.
National Education Platform · Bolivia
When a national virtual training program launched for 35,000 teachers simultaneously, demand exceeded initial projections by an order of magnitude. I led the technical response: emergency server migration, load distribution architecture, and scheduled access design — all deployed while the program was already running and teachers were waiting.
24,000 teachers certified. Zero critical outages at steady state.
Insurance Broker · Multi-city operation
A national insurance broker running CRM, risk slips, claims, admin reporting, document tracking, and HR on six separate legacy systems — mostly spreadsheets and offline applications. Full requirements gathering across three cities, structured methodology, and two years of development to consolidate everything into one unified platform.
~50% reduction in overall operational processing time.
Government Development Agency · Bolivia
While administering a national registry of 50,000+ small enterprises, I identified product categories with exceptional capital growth patterns — some businesses quintupling starting capital within two years. The analysis wasn't requested. It became the basis for annual national entrepreneurship policy reports.
Strategic findings elevated to institutional leadership and converted into policy.
Government Agency · Critical incident response
When a cyberattack encrypted systems across an organization with 60 staff, the first decision was to isolate the network before investigating causes — contain first, analyze later. Server restoration led personally while the team handled workstations in parallel. Recovery was fast because the backup architecture had been designed months before the incident.
Full recovery in 48 hours. Maximum 24h data loss. Zero ransom paid.
About
I'm a systems engineer based in Bolivia with 25+ years of experience across financial institutions, government agencies, and national educational platforms. Currently completing a Master's in Big Data & Data Analytics (thesis defense: December 2026), focused on intelligent recommendation systems for large-scale educational contexts.
My background is unusual: I've spent most of my career at the intersection of infrastructure and people — maintaining systems that real organizations depend on, while translating technical reality into decisions that non-technical leaders can act on. That combination is rarer than either skill alone.
I've co-founded two technology ventures, worked under banking-grade audit requirements, and managed platforms serving tens of thousands of concurrent users under conditions that weren't planned for. I work async, communicate in English, and bring the kind of judgment that only comes from years of production responsibility.
Open to remote consulting and full-time opportunities in database architecture, BI strategy, or systems integration.

My motivations, what I believe about good systems, and why I find complex problems more interesting than easy ones. With a photo and a few things that don't fit in a CV.
0225+ years in detail — every role, every project, the decisions behind them, and what I learned that I couldn't have learned any other way.
03Every Sunday: one idea about data infrastructure, business intelligence, or what I've learned from 25 years of systems that had to work under pressure.
